Bank of Ghana Governor says the central bank is developing a Stablecoin Directive under Ghana's Virtual Asset Service Providers Act
Bank of Ghana Governor Dr Johnson Pandit Asiama told the Africa Virtual Assets Summit 2026 in Accra on 2 November 2026 that the central bank is developing a Stablecoin Directive to set clear requirements for stablecoin activities in Ghana, describing stablecoins as a priority within the framework created by the Virtual Asset Service Providers Act, 2025 (Act 1154). He said stablecoins may offer benefits for payments and settlement, but that their growing adoption, particularly those denominated in foreign currencies, could have implications for monetary sovereignty, currency substitution, capital flows and the effectiveness of monetary policy. The Bank is working with the Securities and Exchange Commission and the Financial Intelligence Centre on the necessary regulatory instruments and supervisory arrangements.
