Taiwan FSC opens applications for banks to pilot deposit tokens, which it says remain bank deposits in law
Taiwan’s Financial Supervisory Commission opened applications on 22 September 2026 for banks to pilot deposit-token business, citing the tokenisation of real-world assets (RWA) and international deposit-token developments, to give banks room to develop operating models, technology applications and risk-management mechanisms and to inform future supervisory and regulatory adjustments. The FSC said a bank-issued deposit token presents a bank deposit through a new form of representation or record such as blockchain, remains legally a bank deposit and is in principle handled under the existing Banking Act and related rules, so banks may apply under the FSC’s guidelines for financial-industry business pilots. Applicants must set out in their business plan the pilot scope and use cases; issuance, transfer, redemption and destruction flows; reconciliation between deposit accounts and token ledgers; the technical architecture and security controls; and redemption and customer-protection arrangements when the pilot ends or is stopped.
