National Treasury and the SARB invited comments on a draft Crypto Assets Manual for cross-border activities, to be read with the draft Capital Flow Management Regulations, 2026. It defines when crypto-asset transactions count as cross-border, for example transfers between a domestic Authorised CASP and an offshore CASP or to a non-custodial wallet, which must be reported.

SARB Deputy Governor Rashad Cassim: payments, digital assets and the future of finance
SARB Deputy Governor Rashad Cassim outlined the SARB's thinking on fast payments, digital assets and CBDC, including lessons from Project Khokha. He said stablecoins in South Africa are mostly used for trading, arbitrage and settlement within crypto markets, and that the SARB is assessing whether existing regulation can be extended to stablecoin arrangements.
