FactThe EBA classified USDC, issued in the EU by Circle Internet Financial Europe SAS, as the first significant e-money token under MiCA. From 12 November 2026 supervision of its own funds, reserve of assets, liquidity and recovery and redemption plans moves from France’s ACPR to the EBA, while the ACPR keeps governance and other areas. The EBA also signed an MoU with the New York State Department of Financial Services.

Why it mattersEU banks holding USDC or serving its issuer face a stricter supervisory regime for the token, including EBA oversight; it is a reference case for bank-issued EMTs reaching significance.

Watch next: 12 November 2026: dual supervision starts. The EBA’s next annual significance assessment of other EMTs and ARTs.
